If I was you then check for Church young adult groups or singles, go to Church(check out different ones), farmers market, certain club/bars, gym, and local stores.
Most challenging part for you will be approach so just get use to asking random girls about whatever is near you such as if at Church then "im new here. have you been here before?" or if at a store then ask an employee "Do you have _?" or "Are these any good?" or if random girl and you like her shirt or something then say "Cool shirt."
After awhile then you will level up to where it becomes natural. Surprisingly just starting the conversation and asking a bit about her then most women will take over and blap which once you learn more about her then get her # if you like her

Gimme some specs. What's your height, weight and ethnicity. I would normally say "hit the gym", but that won't help some (like Indians). The gym may not help either, if you're just super ugly, but there are other things you could do
