The cop is there because they would get slammed into by other retards watching tiktok while driving if he wasn't there. May have been dispatched but more likely was driving by and saw the unsafe predicament. Idk how the tow truck got involved for sure, but I'm betting since jews don't use smart phones and can't look up shit on google, the cop called for a tow truck and the tow company gets to extort whatever they want for a police initiated tow. Note the cop isn't hurrying them nor does he threaten them with impound- the dickhead tow driver does. That's because it's not a traffic stop, and the cop doesn't care who tows them because he just wants them out of the road so he can leave. If the cop was impounding the car it would never be dropped at a gas station and cops aren't going to let you lollygag around about payment. The tow truck shows up, get out of the car, leave the keys and get to walking- your car will be available during business hours at the impound lot.
