Tow truck companies monitor police radios and race each other to traffic violations and impound scenes like this because its the easiest money and they can charge a special rate. The "customer" has no choice, if they don't pay, their car is held ransom.

This might be a case by case thing, but in my old city tow truck police calls worked on a fixed rotation. Anytime there was an accident that required a tow, they called up whichever company was next in the queue, and it was theirs alone to take if they accepted.
