Lots of people will say they are lactose intolerant and refuse to eat any dairy products. But lactose is only present in sufficient quantities to cause problems in milk and cream. Practically all cheese, yogurt, sour cream, cottage cheese, and so on all have had the lactose removed or broken down by enzymes during fermentation and won’t cause problems. I know a lot of people fake gluten allergies too. What is the problem/mental illness happening here?

It's probably pretty complex and varied but a good portion of that is people who'd think it's an easier and less embarrassing answer than admitting they're picky or have a restrictive-intake disorder. It's a lot less awkward and believable to say you have a seafood allergy than admitting you can't eat lobsters because you can't eat something that cute.
