Maybe, but it's true that Israel was terrified of the existence of Iraq. Scared enough that they gave *Iran* (the Islamic republic of) billions and billions of dollars so that the Iraq-Iran war would stalemate and leave Iraq weakened. Iraq was the 4th most powerful country in the world, the power gap between them and Israel at the time was enormous. Israel probably was not even in the top 20 in the 80s and 90s.
Saddam hussein and his predecessor built a giant and modernized military with soviet aid as a direct result of the Yom Kippur war, in which Iraq wasn't the major player (but in which they were actually successful in their role), the failure made the baathist party look long and hard at how to correct this, and before the war with Iran (that Iran caused, mind you) they were likely building this military specifically to invade Israel again and successfully. They also improved their tactics and training (though they were soviet methods that the US had specifically been training to counter for 80 years. Hence why they fell so fast. But Israel couldn't have handled that).
Actually, Iraq more or less proved their military merit in the war with Iran. Despite the fact that it was a stalemate, Iran is nearly impossible to invade on foot and Iraq did so reasonably well, and they pushed back iranian invasions while having a country that is quite geographically easy to invade. Israel would have fallen in a few days.
Iraq legitimately could have walked in and blitzed Israel, that's the whole reason for the Israeli funding of the Iran Iraq war and desert shield+storm
