Nigger governments are generally utterly corrupt and mostly just optics so that they can extract money from taxes. It's more blatant than it is with us. I don't think they have any serious large-scale intentions. It is more important to them to *show* that they try and fail than to ever care about actually succeeding.

It is literally impossible to do so. Only violent means can solve it (literally publicly execute and humiliate drug users), and let's not forget that nobody should care anyway.
