The hijab for them wasn't necessarily a symbol of being Islamic but more a symbol of defiance against the shah. Even the atheistic (or at least secular) marxist groups of the time wore the hijab because the miniskirts and such were more or less associated with bourgeoisie western decadence vs traditional persian modesty.

Even ayatollah Khomeini when giving a speech about the exact issue made no references to Islam when talking about the hijab at all

Iran's situation was different than, say, Iraq or Syria, where they had secular dictatorships and where they also wore miniskirts and had no hijabs or whatever, but this was considered in opposition to Israeli backed extremists who wanted to force women to wear niqabs and mutilate them and what have you, which saddam and assad were against.

Note: I do not like the ayatollahs. The Islamic Republic's monstrous behavior towards Iraq in the 80s that led to the Iran-Iraq war, and the fact that they were funded by Israel to cripple Iraq, is enough to make me not like them. They spent the better part of the 80s being a useful idiot for israel against the most powerful country in the middle east, and blindly forgetting about the fact that they had come to power against Israeli interests. Khamenei, however, was better than Khomeini in this regard and Iran more or less corrected its path on the world stage, because the whole thing with Iraq was entirely Iran acting with hostility for no reason. Note that before Iraq invaded, saddam Hussein had congratulated the ayatollah on his victory and extended an olive branch to Iran. Iran responded by sending a bunch of money to Shia extremists in Iraq, lobbying the government of syria to be against Iraq, and causing the destabilization that would eventually lead to the utter shitshow that persisted until the mid 2010s. Saddam, who was one of the last genuine fascists of our time, and who had enough power to vaporize israel (the last middle eastern country with the power to do that), would largely flounder and fall thanks to Iran.
