That's exactly what the Khazar Khaganate did in the 9th century
They grew rich on tolls from caravans crossing their borders, esp international trade between the Byzantine empire, sand niggers and eastern Europe (which also traveled to Western Europe, selling their goods at nobility prices)
So basically... Israel wants total control on trade from that area since they are in the middle (the point between asia, africa and Europe)
