But also no recent Ukrainians. Maybe one day, but the ones I've dealt with are corrupt, self-serving conmen and women who have undermined my neighborhood and local governmental infrastructure.

Not* all of them. Also, learn to deal with an individual based on his own merits and actions instead of generalizing.
