Back then people didn’t realize it’s a global problem. You thought you put down the rebellious Jews already so the newcomers 50 years later should be different, or have learned from the ones before what not to do. Or they thought purging Jews from your City/Country will be enough, not knowing they will infest the neighbors to start a war and come back again 100 years later. Even Hitler thought it’s enough to just remove them from Germany. Now people know, and I’m pretty sure next time will be the last time.
