hitler battled with this as written in Mein Kampf. to paraphrase: if all the lemmings are worthy of belonging to a great people, then it's very difficult to defend the sacrifice of so many good men in the service of such easily-swayed rabble, and if all the lemmings are not worthy, then there's barely anyone left to even call a people.
of course though both then and today the solution is to just be the good shepherd. "sheep" isn't an insult, it's just a state of being that most people partake in, and it's up to the shepherd and a few loyal herding dogs to keep them happy, productive, and safe from the wolves. not every man can be his own leader.
