It’s what Hitler and Goebbels did though. If you realize most people are lemmings you just have to get ahead of the messaging. There’s a good quote somewhere along the lines of "we‘ll show you how propaganda looks when it’s done right, and how the people will react!"

hitler battled with this as written in Mein Kampf. to paraphrase: if all the lemmings are worthy of belonging to a great people, then it's very difficult to defend the sacrifice of so many good men in the service of such easily-swayed rabble, and if all the lemmings are not worthy, then there's barely anyone left to even call a people.

of course though both then and today the solution is to just be the good shepherd. "sheep" isn't an insult, it's just a state of being that most people partake in, and it's up to the shepherd and a few loyal herding dogs to keep them happy, productive, and safe from the wolves. not every man can be his own leader.
