As a matter of fact, they only issued him a pardon in 1986 because they disapproved of his lynching, the people who issued him a pardon refused to give him an exoneration because even they knew he was guilty.
A pardon is when the government forgives you for what you did but still views you as guilty, hence the difference between exoneration and pardon. So that kike Leo Frank is still guilty in the eyes of the government.

Your justice system is broken. Hard core criminals do not fear 20 years good time and parole. jews don't even fear being prosecuted at all
That being said:
The only reason Franks death sentence was commuted was because ((())) pressured the mayor/govenor/whatever.
After his sentence was commuted from death to life, that is when the lynch mob formed.
Under normal circumstances frank would have been executed within the law.
