First of all, congrats on being a dad. I've got a three year old and she tries to manipulate me all the time. It's a built in bug all females have. Now a decent father can tame that by teaching emotional control. The thing is most fathers suck at it because they're beta male material.
It's not learned or "cultural", it's 100% genetic and I have no idea why.
