Yes he is. That's _why_ they let them rape. It's a double edged sword. Arab governments live largely in fear of their own populations.

Never make the mistake of thinking these people accidentally created a problem. They imported this on purpose. They recognized it gave the arab governments a perfect excuse to _constantly_ crack down.

This is essentially the westernized version of "sunni vs shia."
