That's from Jewoogle. Even they aren't pretending it's not a problem. It absolutely should not be allowed for anyone without a Social Security number. FinCEN should be involved. Companies like Western Union shouldn't exist. Remittances should only be allowed by a bank and tied to your SSN, with an annual limit. If you remit more than your yearly allowance, you pay a 100% tax on the total. If it's a fake SSN or some fraud like that, the bank that moved the money pays the tax and a fine.
China has absolute control over every dollar that leaves their control. It requires multiple approvals to get money out of China since 2016 when Trump was elected. China knew that he would demand repatriation of American funds and they shut the door in advance. We can absolutely do the same.
