With drug use/abuse I saw my brother, cousins and others 'having fun' by acting a fool. Getting bad grades and chasing not so good ladies.

In many extreme cases, it's people with severe unresolved trauma using a substance to try and numb the pain instead of dealing with it head on.
But the efficacy invariably wears thin over long-term use. It either ends in rock bottom > recovery arc, or suicide, overdose, etc.
