Kind of. Klingons look like space niggers, but they were originally Space Soviets. The Next Generation and DS9 turned them into Space Vikings.

In The Original Series, the Klingons were intended to be the Soviets and the Romulans were supposed to be Space China. The Next Generation and DS9 changed it.
