It looks weird how everything is in low resolution except the highlighted parts which have weird typos like missing spaces that don't appear anywhere else.

It's probably a contrast issue along with the image compression. If you are concerned about it being faked, the original PDF is linked in this thread here.

check the original document anon, they're there. the highlighted parts i guess had to be retyped in white font for ease of reading.
