Didn't he also start a program where newlyweds could get home loans and the more kids they had, the less of the loan they had to pay off? Pretty sure I heard that in AH:TGSNT.

Yes the way it worked I believe was that the new family were given vouchers for assisting with a home, as well as many home goods and furniture. The latter needed to be German made. 25% of the loan was forgiven for each kid so after four it was wiped out.
