When the emperor is a usurper and sees his continued position as tenuous and possibly threatened by his fellow country men, he makes sure his personal bodyguard and capital city troops consist of foreign mercenaries who are paid well to be loyal only to him.

He can oppress the native population as much as he cares to, as those he sends out to do the oppressing see the natives as the enemy.

jeets are temporary until they deploy AI police bots. it will get worse. at least maybe jeets will be gone for good
