It can stand in for other game/political streamer. This meme is a portrait of the popular streamer Asmongold.

People watch other people play video games and listen to their political hot takes. A few actual good political RW commentators use video games as a background noise to fool the YouTube algorithm. Uncle ted would disapprove either way.

i think the root of this is the younger brothers of millenial born guys. The younger brothers were not allowed to play vidya, and therefore became accustomed to watching their older brothers play them, and content or not, it became their normal.
