In some ways its correct. The average person is simply too unimportant for the 1% to be directly bothering then and most negatives comes from them enriching themselves. Where as the 10% you will be interacting with daily and in many cases you are forced to interact with them. Which is just a roundabout way to say that the problem outside your door more immediately affects you than the problem a thousand miles away.
