Yes. At least Superman lives in a nice city, so it makes sense he's defending the status quo.
But Gotham is every shithole city on steroids. And Batman's idea of helping is to beat up frustrated people who were chewed out by the system.
It's even more apparent in Batman Beyond, where it was shown that when Bruce Wayne was old and retired, things didn't get any better, but way worse.
So yeah Batman is a useless faggot.
