I think Jesus' command is metaphorical, but that leaves open the question of what it means. I think if anything it means to do your charity locally. He could have said love the foreigner. They had a word for it.

Obviously you should be a good person and help those in your community that deserve it. It doesn’t mean we need to be naive and have open borders
