It truly is tiresome. They conflate the modern definition of neighbor with the ancient one, and then claim it was always this way and that's definitely what they meant.
I think Jesus' command is metaphorical, but that leaves open the question of what it means. I think if anything it means to do your charity locally. He could have said love the foreigner. They had a word for it.
