That is a bit odd. An outlier. I imagine she was half Japanese to speak to the native Japanese audience. She looks wuhyte to me.

Anime characters generally look White because anime is heavily influenced by Disney comics and cartoons that were common in Japan after WWII. If you look at Japanese animation from before and during WWII, it looks VERY different.
