Cops in Montréal outright said they ''had to'' ignore many non-White criminals because they had already arrested too many of them in X period and their boss had ''proportional demographic targets''.

Maybe it was just sloppy work at the beginning, due to getting improved, but they left it in, out of a combination of government carelessness, incompetence, bureaucracy AND ideological intent. People cannot imagine how utterly retarded bureaucrats are, so it's also plausible that their leadership simply thought that fixing that problem requires 110.000.000.000 dollars and 10 years.
To be fair, I haven't heard anything about this, but I haven't heard anything from the government talking about the issue that literal niggers are classified as "White" either.
