It's described in the hadiths that Muhammad had a beard but no mustache. The reason why is ritual cleanliness, food and drink can get caught in the mustache so it is seen as unclean. It was also seen as a way to distinguish themselves from non-muslims later on, though different groups do it differently based on tradition/history. The pic in the OP is typical of Pakistan/Afghan muslims, but middle eastern, Indonesian muslims tend to shave a lot shorter, if not completely.
