The general use of the word in the DRB seems to refer to foreign nations, though the Hebrews were quite insular and considered their close relatives (Moabites and Edomites) as complete foreigners, so I suppose theres a possibility it is being used to refer to the racial group as a whole, but there are also points where it is being used in the context of obviously non-Hebrew races, like the dark skinned Ethiopians (who are confusingly referred to using the same name as the Ethiopians who were of Hebrew descent like Moses' wife and were likely not dark skinned).
