That meek Hispanic cop paid his toll and got hit with a bike lock. Pepper spray would've turned the chimp out intensity down quite a bit but instead he just follows it around 'I ain't playing" and does nothing. Take note that two white men came in, handled the situation and finally ended the chimp out.
