If Antarctica is so cold and just a block of ice with $1m/year per person costs to live there, why does the government need to place any restrictions on what people can and cannot do there? Shouldn't the nature of what it is be restrictive enough without any government regulations?

Great question. Why do governments intervene and threaten to shoot down aircraft or sea vessels that deviate from routes near the area.
