Define "native-born" before you make any conclusions.
I suspect the "non-native" parent is often somebody from another European country. In Germany, for example, lots of them are Polacks. Western Polacks are basically Germans speaking Polish. Over a million Ukrainians there too, Italians, Spanish, British even, etc. In Switzerland, over 1/4 of population are foreigners (without Swiss passport), but most of them are Europeans. Spain also has a lot of other Europeans, many from northern Europe and many from the eastern part of EU... Croatia and Slovenia at 77% and 80% respectively is because of people from other Balkan countries, mainly Serbia, Bosnia and Montenegro. And so forth and so on...
