Most likely, it's not gonna quietly go away.
Reread this part:
> To be clear, no one is accusing you of being racist or advocating violence against the Jewish people, and if your intent was simply to use a picture of Martin Luther, please choose a replacement that no one could interpret as antisemitic or threatening.
That's a veiled threat. In jewish legalese, that translates to "This is your once chance to quietly fall in line before we escalate."
Universities are more jewish than a synagogue, and require normie masking to traverse. If you're the type of person who must die on this hill rather than consciously blend in, you shouldn't be enrolled in the first place.

Oh I understand. Its smart to be low key but also I just ignore shit and make them force it. Like I just ignore correspondence from my boss I don't like until they actually demand something with a deadline and explicit consequences.

Exactly like Covid; just don't comply.
99% of their "power" is getting people to imagine their own punishment. For him to actually do anything would burn up whatever good will he has with his colleagues which, for a Jew working at a lefty college, probably isn't much.
If he does start shit, just accuse him, loudly, of being a Zionist.
Right, but the difference with Covid is that it was tyranny that was imposed upon the entire public sphere. You had no choice but to stand your ground against it. University is a place you *choose* to be.
I'm absolutely on board with the *spirit* of the sentiment here, but it's about picking your battles. You won't really accomplish anything by being the lone White nationalist in an academic institution that you are financially tethered to as a student. If you're there to get the piece of paper and get out, you should endeavor to make that as frictionless as possible rather than playing petty power games that invite the ire of your professors.
Even if they can't *directly* punish you for it, they'll absolutely make your life harder, as OP correctly expressed apprehension over.
It's nothing, he's trying to scare OP because he knows he doesn't have a leg to stand on. He's literally doing the Sydney Sweeney meme; tell him that if he intends to interpret an image as a personal insult, that's his problem.
