I dont fully agree with that. Just identifying them should be enough. But we also need political power to achieve anything substantial, which is difficult given the daunting demographic change; and economic power which is difficult (but not impossible) in this usurious dystopia. Identifying should be enough to stop the vast majority of issues they may cause, with only their richest (maybe) continuing to be trouble.

Total reform such as mass demographic deportation or (at skil's extreme) execution would undoubtedly lead to radicalization among sympathizers to, and peaceful members within, those demographics.
