Tolkein's orcs, the jews. Slaves, always have been always will be. The animosity against them is not unwarranted, but they are not the root of the problem.
Saruman is not an orc: he speaks with a British accent. The reason the orcs came out of their holes is because of a traitor among the human wizards.
Sauron predates the orcs. Sauron predates all of it. Sauron has no corporeal form to destroy, and so can only be defeated by displacement (vast distance to Mount Doom) or by forgetting of him (destruction of the artifacts, the ring, and the powers granted thereby).
*Sauron wants you to waste your life killing the orcs. If you ever manage to defeat them, he'll simply have you defeat the trolls next. Round Robin through the races, æon after æon. Sauron the Distractor.*
