3. Trust-busting across the board. If a single company dominates an industry -- break it up post haste. In fact, revamp the whole concept of a corporation into a government-granted permission to organize economically. As long as the corporation serves the needs of the American people it can continue. When it no longer does, its charter is revoked and it must be dissolved.
4. Just end copyright law. It serves no purpose other than to transfer wealth to copyright holders. We live in an age where things can be copied for practically free. Deal with it.
5. Patent law needs to be reformed too. The purpose was to have Americans as a whole share their ideas in a public forum where everyone can participate. It is now a legal minefield where engineers are told never to look before they leap. Probably get rid of it for a time and then rebuild from scratch. We want an incentive for people to openly share their discoveries and ideas. We don't want to build fences to keep people out of innovation.
6. Stop spending government money on ANY social welfare of any kind. If you are poor, go talk to your local church.
7. DEPORT THEM ALL. ALL illegals. ALL immigrants of any kind whatsoever. Revoke citizenship. End birthright citizenship -- NO ONE who was born here is a citizen unless their parents were citizens or PERMANENT LAWFUL RESIDENTS. Possibly grant amnesty to individuals who (a) speak English FLUENTLY as their primary language. (b) Live according to American culture. (c) Have severed ALL ties to their former countries.
8. Judges who rule illegally from the bench should be put on trial for impeding justice. Judges who get overturned by the SC should be fired. The SC and superior courts should be able to fire any judge below them.
9. Congress needs to be cleaned up. Anyone who has any sort of corruption needs to be kicked out and punished for their crimes. No more welfare checks for former members. In fact, they get paid ONLY when they actually do their job, pass a real budget, pass a drug check and a background check.
10. Hang all the traitors. If you conspired against our nation, you get hung by the neck until dead. Tried by military tribunal, NOT by judges and politicians.
11. Mandatory militia mustering tied to voting privileges. If you don't show up for the muster in your county, you can't vote. If you can't pass the physical, you can't vote. If you aren't carrying proper equipment, you can't vote. ONLY ARMED MILITIA MEN CAN VOTE.
12. Only citizens can own land. If a foreigner wants access to land, they must LEASE it from a citizen. And even then -- citizens can only own as much land as they need for their homestead. Any more land they must be putting it to productive use in one fashion or another. Land that isn't used is forcibly sold after a certain period of time. NO SPECULATION ON LAND. Shit or get off the pot!

Let me break it down for you, since you can't read the Bible.
V1: All power comes from God. Therefore, we need to subject ourselves to authority (that comes from God.)
V2: If you resist God's authority, then you are resisting God's laws and you are damned.
V3: Rulers who have God's authority are a threat to evil people. Don't do evil things, they won't kill you.

1. God's authority is vested in certain people.
2. We need to obey those people, pay them honor, etc.
3. The law is really simple: don't try to hurt each other.

Romans 13 doesn't talk about what to do when governments or rulers go against what they are supposed to do. It ASSUMES that the government in question (the Roman Empire to be specific) is just and legitimate, which as far as we know, IT WAS at that time.

The "love your neighbor" or "love one another" law comes from Moses who gave a law to Israel FOR Israel. When it references people outside of the tribe, it does NOT say "love them". It says to wage war against their people and their ideas and to NOT adopt their practices and lays down specific rules on how this is to be done.
The parable of the Good Samaritan is widely misunderstood.
The man who "fell among thieves" actually joined the thieves. He became a bandit and a robber, using violence to extract wealth from traders and caravans. The thieves turned on him and beat him up and left him for dead.
The "Good Samaritan" was a member of the group called Samaritans. Not a lot is explained in the text about them because at the time everyone knew who they were and what they taught and believed and did.
To understand the history, the Samaritans were the leftovers after the Kingdom of Israel was destroyed and their leaders kidnapped. The "jews" were the people of the Kingdom of Judah who were kidnapped and then later returned by decree to rebuild the temple. When the jews came back, they found that not only was the land inhabited, but there were people who were actively worshiping YHWH and maintaining records of it. The jews didn't like them, and didn't want them to be any part of their effort to rebuild the temple, so they waged war against them while they rebuilt the temple.
Those people became the Samaritans.
The Samaritans taught that the God of Israel was the God of the whole earth and that there was a connection between the Romans and the Israelites and everyone else. The jews did not like this. The Samaritans taught that there would be a savior who would redeem not just the Israelites but the world from sin and death. The jews did not like this either.
In fact, when Jesus first revealed himself to the public, he did so to a Samaritan woman at the well. She, according to jewish laws and customs, was a wicked woman, because her husbands kept dying. So she was co-habitating with a man foregoing the ceremonial wedding. Jesus understood her dilemma, told her that she was not wicked because of it, and she ran off to tell the entire town that the prophesied Savior of the World had come. It's really a special story when you understand the context of it.
So, a Samaritan is walking down a road, probably a merchant of some sort, and he sees the thief. He probably recognizes him too, as you would have to be familiar with the local gangs in order to navigate the roads between the towns. Instead of avoiding him, he takes him in, binds his wounds, and even pays for his stay at an inn, with a promise that whatever help he needs he will pay for the next time he sees him. Why a Samaritan? Notice that Jesus never fought with the Samaritans, only the jews?
Who was that young man who "fell among thieves" anyway, and why did the Good Samaritan go out of his way to help him?
And why was the conclusion of the parable, which was meant to answer the question "Who is my neighbor?" "The guy who helped the thief"? NOT the thief -- the guy who helped the thief.
Think about that carefully. "Who is my neighbor who I am supposed to love?" "The guy who helps the thief".
