Assuming this was true, then what is the solution? Importing thousands of enemies that will be trained in American companies and then go back to their own country as soon as a company in China or India rips off all the tech?

No, the solution is simply to train Americans.
Only in peak liberalism / capitalism can American universities teach non-whites and then the government which funds those same universities complains that there aren't White people able to do the job.
