I think the point he's trying to make is that the vast majority of these Whites are not going along because they believe this stuff, but because they believe *everyone else* believes it. They're basically slaves, no matter what system they're a part of, but that means there's nothing to be gained in killing them.

There are certainly specific acts that cannot be redeemed (race mixing, Uncle Tomming, etc) and will need a more permanent solution, but that's likely no more than 15% of them. The rest are what I like to call "subjects". They don't think, they have no will, and should never have a political voice, but they're aren't traitors.
