All signs point to no: the fact that their society is not anywhere near comparable to pre-immigration western Europe/USA. The country does not have innovative brain power, all they do is steal and copy. And there are still millions of Chinese that do not have access to clean water or sewer systems, or early childhood nutrition, all 3 are key factors in adults actualizing their IQ.
