Look like the scooter was crossing the crosswalk on a Red Hand, which is technically illegal. The bus had already started his turn when the scooter entered the crosswalk. It's possible the driver didn't see him, which is likely because I can't think of too many bus drivers who would willingly run someone over.
The scooter darts out into the street like he has the right of way, and didn't bother to notice that a big fucking bus is making a left had turn and is already in the intersection. Seems like someone who thinks that life owes them something.
After just seeing the video, I don't think the driver is a fault or negligent.
