If a company like Samsung or whoever the fuck says they are going to invest a billion dollars into something then a lot of that money is going into getting a facility set up, so for a while it's going to look like nothing is happening since they have to find a location, it's not as simple as just choosing a state or throwing a dart at a map, they have to contend with zoning laws, what's in the area, if the land is for sale, whether or not that has the types of roads they want so they can get large trucks on the road as quick as possible. There is a reason why warehouses like to be as close to freeways and highways as possible and not residential areas. And that a company can't just go and lease the old sears that closed down in the strip mall ten years ago.
And then they'll be building their new factory and sourcing equipment to install, and inspect everything.
It could be years before they are ready to actually start staffing. And that's normal.
