Here's the thing you need to know about reproduction in Western populations.
For a long time, people thought that it all came down to economic incentives. The reason why our ancestors had large families was because it made food easier to grow and store. That is partially true, but not entirely true. I can't find records of people saying, "If I had 2 more kids then we can work less."
People who think economic incentives are behind the fall in birth rates think that economic incentives can bring them back up again. This has proven, time and again, to be false. More money or more economic opportunity does not mean more babies.
What DOES drive birth rates up are things like the local orthodox priest offering blessings on couples who have kids, or community leaders emphasizing the moral and civic duty to have large families, how the spiritual health of the family is tied to child birth, etc... When kids are born and learn that the only thing worth doing is starting a family and having kids, and all the people they respect say the same thing or variations on it, then they will do it.
If you're older, tell the younger generation: "I wish I had more kids. I wish I married younger. I wish i spent more time with my family than making money." If you're younger, tell people that your only goal in life is to get married and have a large family. When they say 3 kids is "large" laugh at them and say you are shooting for 20 or more.
Make it the ONLY priority for people, the only thing worth celebrating or recognizing, and then give people respect and reverence for it. That is how you make birth rates go up.
The good news is that European cultures have been through this many times over. The black death has all but programmed us to behave a certain way. It was only in very recent times that birth rates have fallen and that because we were exposed to something that we had never been exposed to, but we are healing as a people. It's time for people to wake up and realize that modernity was a mistake and to return to our culture and heritage and pay attention to what our genetics is telling us.

I try to encourage people of the right demographics to have kids as young a possible. And to have as many as possible. I have lightly used baby/kid clothes and toys that I gladly give for free to expecting families. Anything to help.
