Even if everyone were the top percentile of whites, Democracy would still fail because human nature is fallen and most people are only experts in a vary narrow field, and governance requires expertise of multiple fields and an understanding of complex interlocking systems that only a few men who have been selectively *bred* to oversee can actually handle competently.
