I think it's the same thing that's been going on for a long time. They find a city they want to own. They get into politics and completely destroy the city. Now nobody wants to live there so everything is sold for cheap. They buy up all the land for pennies and own everything. Of course they also have the bankers, judges and all their other tricks working for this goal also. Then when they own the city they can easily defraud the elections. They remain in power forever.
