For context, this was the police chief who victim blamed the man who was assaulted by a mob of racist blacks which then viciously beat a woman unconcious - breaking her jaw - who tried to pull the initial victim to safety, and the fire chief and several city council members made racist remarks about the victims which gleefully celebrated their assaults.
