Your claim is that Jesus "told us to drown" such people. This is not that. Not remotely. He's alluding to the grim fate that awaits them after death for their sins, similar to how he said it would be better for Judas to have "never been born."
If this is the lens through which you interpret the Bible, then you are going to go literally cut off your hand the next time it causes you to sin, correct?
