Abortion might have been created with that goal in mind. But considering how nogs are more likely to keep their kids solely for the government gibs, I think it's safe to say it backfired pretty badly.

It's like releasing mustard gas onto the battlefield in the hope that it will thin out the enemy for you, only for the wind to blow it right back into your own trenches. And the coin clippers embezzled most of the budget so those gas masks you requisitioned never arrived.

not "might". it absolutely was for that. margaret sanger (founder of planned parenthood) is on record admitting that when eugenics was made illegal by SCOTUS, she wanted to dupe as many blacks into killing their own babies, framed as a civil right so it wouldn't look insidious. she even arranged propaganda packages for black preachers/ministers so that they'd distribute her messaging at their churches as they were seen as the most authoritative and influential in their communities.
