This whole system is getting wrecked
They always run to that BS, except when you refuse to bake them a cake. When Trump was banned from Twitter, it was 'muh private business'. When Elon made it his private business and unbanned Trump, they flipped their shit again. Anyhow, I do believe and practice leaning on them. As you said, call their HR department, leave bad reviews, confront them, take them to Small Claims if possible.
Quick story: I sued a business in Small Claims court. They didn't take it serious, didn't show, and I got a Summary Judgement in my favor. However, that's not enough as you still need to find a way to enforce that Judgement. Most idiot lawyers would tell you to hire a collections agency. I filed a UCC-1, a public lien on a business's assets. Their clients and credit card processors had to quit paying them, which is procedure. I "shutdown" their business over $75 they tried to steal from me. Yeah, you're damn right I got their attention.
