It doesn't matter if niggers are good or evil. That is a question of individuals. And it is irrelevant if a certain nigger is good or evil - ALL have to be removed.
Average IQ by ethnicity/genetics does indeed matter. And it's of utmost importance even. Morals do matter as well - the jews are demon worshiping menaces who sometimes commit evil for the sake of it. He calls people like me fartsniffer, but who is the real idiot who fails to name the jew, the nigger, the mongrel, the pajeet, the subhuman even with a singular word - and may even catch himself calling a nigger good? Which implies we should like him because "being good" is all the criteria you need?
No. This boils down to "learned nothing but has strong opinions." That means evil will prevail, because it capitalizes on ignorance and delusions.

Well, the process would be this: You measure the IQ of all niggers, and kill the bottom 90%. Then you wait ~2-3 generations until they repopulate, and repeat the process. Repeat this for 5-10 cycles.
So after ~250-500 years of intense breeding and genociding them, having to care for them like prisoners, you create a model of nigger that has an intelligence level comparable with Arabs and Indians. *Maybe.*
I have a better proposal though: Go for 100%, and watch the world average IQ increase. If we'd conquer and populate Africa, it might even go further up, or at least slow down its decline. Remember, there are still pajeets and Arabs.
